Possibly with his plays.  “Money” is widely considered to be his best, and its comedy still hits the mark in the 21st Century.  Novel-wise, I recommend “Paul Clifford”, the original Gentleman Highwayman’s tale (four years before Harrison Ainsworth’s “Rookwood”, which gentrified Dick Turpin).  There is plenty in Bulwer Lytton’s plots and characters to entertain the modern reader, but be aware he will pause for philosophy, politics and contemporary satire which can sometimes frustrate.  You will also need to give yourself over to his elaborate – and masterful – use of language and remember that much of it is used for comic effect.  Bulwer Lytton also wrote very fine poetry, history books, articles and speeches – check out the compilation of articles in “The Student”.
